The objective of the Vice Chancellor’s Reports is to inform the University participatory organs, stakeholders, HKMU friends and partners on the progress made, achievements attained and challenges met by the University during the period under review (October 2018-April 2019). The report is divided into four main sections of Planning, Finance and Administration; Academic Matters and Student Welfare; Faculty, School and Institute Matters; and Staff Matters, Communications and External Relations.
- PLANNING, FINANCE AND ADMINISTRATION
1.1. HKMU THIRD-ROLLING STRATEGIC PLAN (RSP) 2018-2023
The University has finalised its five-year Rolling Strategic Plan (2018-2023). It is the third strategic rolling plan, which is a continuation of the second rolling strategic plan. It describes the strategic objectives, targets and operational plans of the university for the next five years. The plan puts more emphasis on delivery of quality education, enhancing health research capacity and consultancy. The plan in a nutshell expresses the need to keep abreast with quality assurance, extensive deployment of Information and Communication Technology, improvement in practical training of students, highlights on university administration, sources of income and expenditure. 1.2. DEVELOPMENT OF BOKO CAMPUS
During this period under review, the university continued negotiations with development partners, specifically, from Norway in a bid to secure a loan for construction of Stage I of the Boko Campus Development Plan comprising the schools of Medicine and Pharmacy. This involved preparation of Business Plan and other accompanying documents that were required for the loan application and the subsequent presentation of the documents to statutory organs of the university for comments and approve. Following the approval, a loan application was sent to the Export Kredit Norway through GIEK, the Norwegian Export Credit Guarantee Agency in August 2018.
However, in due course upon submission in order to spread Stage I construction investment risks, the university was advised to identify a local investment partner besides the Norwegian partner. Consultations including presentation of Stage I project papers were discussed with local financial institutions in a bid to get a local partner to the project. Following this, the National Bank of Commerce (NBC) was preferred and approved as a suitable local partner. This brought players required for Stage I to three instead of two as initially planned.
Construction of Stage I, which comprises Gross Build Area (GBA) of 9,595 square metres in seven floor building structure estimated to cost USD 7.9 million was planned to be a turnkey operation. The university was required to raise 15% equity amounting to USD 1,185,000, the local partner NBC 10%, which is USD 790,000 and the institution in Norway to invest 75% of the project value, which is USD 5,925,000.
In due course, because of the changing financial climate and capping of student enrolment in accordance to the Tanzania Commission for Universities (TCU) regulations, the university has decided to explore alternative ways including seeking quotations from local construction companies. Currently we are in the process of doing this.
1.3. INTERNAL AUDIT REPORT
Last year HKMU established an Internal Audit Unit. This is an independent unit that has been established to assist the Vice Chancellor in providing reasonable assurance that operational and financial control measures are robust and sound. It helps the university to accomplish its objectives by bringing a systematic, disciplined approach in evaluating and improving the effectiveness of risk management, control and governance processes. The goal of the unit is to enhance and protect organisational value by providing risk-based and objective assurance, advice and insight.
In performing its responsibilities, the unit adheres to guidelines underpinned by International Professional Practices Framework (IPPF) together with the International Standards for the Professional Practice of Internal Auditing (IPPIAs) and International Standards of Auditing (ISAs). The unit works with high degree of integrity and accountability in analysing and assessing data and systems to provide quality and independent insight and recommendations on internal controls. To ensure keeping up with standards and dynamic environment, the internal auditor regularly attends training workshops. During the current reporting period, the auditor attended a workshop on International Financial Reporting Standards and Governance that was held on 6-9 March in Mwanza.
During this period the audit was conducted mainly on, but not limited to financial operations of the university. Some of the areas that were covered during the audit included procurement processes and payables; payroll; assets and depreciations; accounts reconciliations; grants accounting; budget and budgetary control; computerised accounting systems; tax compliance; and due diligence on general financial analysis and forecasts. The overall results for internal audit during period under review, was categorised into two main areas namely challenges and strengths summarised as follows:
According to the internal auditor’s report, HKMU has proven to be reputable institution in health education as shown by a stable increase in number of students, which for the 2017/18 academic year was 1,517. The liquidity of the university shows good performance with an acidic test ratio of 1.6:1 and debt to equity ratio of 0.23:1. Both factors reasonably reassure that the university’s current and future sustainability is good due low leverage risk and sustainable market share.
Also the management efficiency has shown good performance by operating cycle test showing up to three months per cycle which is recommendable for the university. This is partly due to improving internal controls such as improvements in ICT facilities in finance and accounting brought about by the upgrading of accounting packages and systems and also the employment and training of competent staff.
The university operates in a conducive environment which offers room for growth. With the rising needs for health education inside and outside Tanzania, there is no doubt that university in its current course will be able to achieve its vision due to sustainable industry needs.
However, in order to cater for the societal needs for health education, the university has a role to serve more through expansion. We see a limited space to expansion and lack of sufficient funds to immediately expand to reach all people in need. The university must consider effective fundraising to exploit the opportunity in the market as a way to achieve its vision.
1.4. ANNUAL EXTERNAL AUDIT REPORT
Audit of the accounts and operations of HKMU for the financial year 2017/2018 was conducted by the CT Associates. Certified Public Accountants in Public Practice. In their report, the Auditors gave HKMU an unqualified audit. They stated that the financial statements give a true and fair view of the financial position of the University as of 30 September 2018, and of the financial performance and its cash flows for the year then ended in accordance with the International Financial Reporting Standards.
The University had managed to carry out its operations consistent with policies and procedures aiming at meeting its vision and mission.
However, the auditors pointed out some weaknesses, which fortunately have already been picked up by our internal audit and are being corrected. These include weak procurement procedures, delays in accomplishing bank reconciliation, need for updating of our financial manuals and debt analysis and follow-up. This is being mitigated by transferring some of the banking procedures such as tuition fees payments and reconciliation to electronic formats.
- ACADEMIC MATTERS AND STUDENTS WELFARE
2.1 STUDENT ENROLMENT FOR THE ACADEMIC YEAR 2018/2019
During this reporting period, the University enrolled 311 students in its various programmes including Doctor of Medicine (MD), Bachelor of Science of Nursing and Diploma in Nursing and Masters of Medicine. The enrolment of students was as follows:

The University’s Management formally commissioned the newly registered students on 9 November 2018. This activity was followed by a one-week orientation programme.
Challenges that arose in the 2018/19 student admission included multiple selections, where applicants were chosen in more than one institution. These multiple selections later faced a problem of approval that subsequently delayed the registration.
There was also a problem of uploading selected applicants to TCU system because of the existence of several application windows and teething problems of synchronising the systems. As new application windows were opened, candidates kept on choosing several universities thus compounding problems from the previous windows.
TCU has in addition continued to bar HKMU from enrolling new students into all postgraduate programmes except of Paediatrics and Child Health. The University is in a process of requesting TCU to approve other postgraduate programmes, particularly MScPH, were the university has adequate number of lecturers as is recommended.
Students’ Cafeteria
Construction of students’ cafeteria at the campus hostel has been completed and the tender awarded. The cafeteria, which offers all meals from breakfast to dinners and snack at affordable prices is run by a vendor from outside the university.
2.2. STUDENT POPULATION FOR THE YEAR 2018/19

2.3. END OF SEMESTER EXAMINATIONS
The MD and BScN students sat for end of semester and final qualifying examinations for the Even Semester from 4-19 March 2019. Students with debts of TZS I million or more were not allowed to sit for the examinations. A total of 922 students sat for the examinations including 707 MDI-IV and 215 BScNI-IV.
2.4. CONVOCATION
The University conducted its first convocation on 30 November 2018. [First HKMU Convocation]The main convocation theme was “HKMU at 20+ years: Celebrating Impact.” In addition to this, there were three sub themes namely, scaling up innovative solutions in tackling non-communicable diseases; Challenges of HIV/AIDS in the Tanzanian Health Sector; and Role of Health Sector in Industrial Economy.
The event brought together HKMU alumni, academic staff, graduating and continuing students with the aim of providing them with the opportunity to reconnect among themselves and maintain links with the university.
The Convocation was officially opened by the then Permanent Secretary for the Ministry of Health, Community Development, Gender, Elderly and Children, Dr. Mpoki Ulisubisya. Four papers were presented during the event. These included:
- Causes of acute diarrhoea among children under five in Dar es Salaam.
- A qualitative study on the voluntariness of counselling and testing for HIV among antenatal clinic attendees.
- Combating childhood obesity from a multi-dimensional approach.
- Occupational and reproductive health and State of HIV in Tanzania.
In addition to this, there was prize-giving to best students; marketplace exhibitions to and showcase HKMU undergraduate, postgraduate, and short programmes; Research and Consultancy services; Training achievements; and opportunities at the university.
2.5. GRADUATION CEREMONY
HKMU held its Sixteenth Graduation Ceremony on 2 December 2018. [16th HKMU Graduation] At the ceremony, 230 graduates were conferred degrees and certificates (104 males and 126 females). These were from different programmes as shown below.

2.6. FOUNDER’S DAY
The Twentieth Anniversary of the death of the HKMU Founder the late Prof. Hubert Clemence Mwombeki Kairuki was commemorated on the 6 February 2019. [Founder's Day]The Founders Day was marked through various activities including free medical examinations in Mbagala Kiburugwa that were held for 3 consecutive days from 4 to 6 February 2019. As part of the medical examination, there was breast cancer screening and counselling, HIV testing, TB screening, BMI measurements and blood pressure checking. All these were provided free of charge to the Community.
The Founder’s Day was also commemorated through students participating in an academic and sports competitions held on the 1 February 2018 at the university campus.
On 6 February, the following papers were presented by HKMU Alumni as part of the Memorial Lectures:
- A rare epithelioid sarcoma of the jaw mimicking pleomorphic rhabdomyosarcoma: case report and literature review by Dr Salvatory M Mlaga.

- REPORTS FROM INSTITUTES, FACULTIES AND SCHOOLS
3.1. INSTITUTE OF POSTGRADUATE STUDIES AND RESEARCH
Activities at the institute include training of postgraduate students; coordination and overseeing of research by staff and students; consultancy; and community services. The training of postgraduate students pursuing specialist programmes was conducted in collaboration with the Faculty of Medicine in their respective Departments of specialities pursued by students.
In the current academic year, six new students were enrolled for training in MMed Paediatrics and Child Health.
Currently there are 20 students undertaking studies in the Masters programmes. These include two each in Internal Medicine and in Surgery; three in Obstetrics and Gynaecology; nine in Paediatrics and Child health and four in Social Work.
Students undergo training by using Kairuki hospital, the teaching hospital of HKMU. Apart from Kairuki hospital the University has working relationships (MoUs) with other institutions where students undertake clinical training including in sub-speciality disciplines. The institutions include Muhimbili National Hospital, Muhimbili Orthopaedic Institute, Ocean Road Cancer Institute, Mwananyamala Regional Referral Hospital, and Kilimanjaro Christian Medical Centre (KCMC).
Over the reporting period, the institute achieved the following:
- Graduation of 15 Masters students in different medical specialities.
- Producing of the Second Edition of Standard Operating Procedures for Ethics Reviews.
- Processing students’ research proposals for their dissertations.
- Significant increase in research output and publications.
Supervision and overseeing research are one of the major responsibilities of the institute. The institute oversees all plans and undertakings by members of academic staff and students. It continues to encourage and support research activities by academic staff members by reviewing protocols, providing ethical clearance and sharing information on calls for research grants.
At the end of 2018 the Institute oversaw the processing and finalising of 11 dissertations, which are listed below as research reports and have also been deposited at the University Library.
The current research output includes two ongoing research projects and eighteen published reports. Moreover, there are several unpublished reports, mainly in the form of students’ dissertations including some that have been submitted to journals and are still undergoing peer review. 3.2 FACULTY OF NURSING
The faculty of Nursing has 211 students, 20 full-time academic staff and 3 supportive staff.
Currently, the faculty offers three years of In-service and four years of pre-service programmes. However, in the academic year 2019/20 the faculty will not have the three-year in-service BScN programme because this was discontinued during the academic year 2017/18. As of 2019/20 the nursing programme will run as a single course without the old divisions of in-service and pre-service courses.
The faculty has five departments namely, Fundamentals of Nursing and Basic Sciences; Medical and Surgical Nursing; Community Health Nursing; Mental Health and Reproductive and Child Health. This includes two new academic departments namely, Medical and Surgical Nursing and Mental Health.
Kairuki Hospital (KH) serves as the main teaching hospital for nursing students and has all the necessary resources needed for practical learning. The Faculty also uses, Magomeni Reproductive and Child Health Clinic (RCH), Amana, Mwananyamala, Muhimbili National, Temeke, Lugalo Military, Tumbi Reginal Referral (Kibaha) and Mirembe Hospitals (Dodoma), for practical training and learning. Among these, Muhimbili National Hospital, Lugalo Military Hospital, Amana Hospital and Temeke Hospital are new centres, which the faculty was able negotiate with in order to increase opportunities for practical teaching created by the increased demand.
During this reporting period the faculty took students to health facilities in Migambo, Magamba, Lukozi and Malindi villages in Lushoto District for community health field.
Collaborations and partnerships
The Faculty has established close working relationship with governmental and non-governmental institutions including the Ministry of Health, Community Development, Gender, Elderly and Children (MoHCDGEC), Muhimbili University of Health and Allied Sciences (MUHAS), Aga Khan University, Tanzania Nursing and Midwifery Council (TNMC) and National Council for Technical Education (NACTE). The Faculty sends its staff as external examiners to these Institutions and also receives external examiners for end of semester examinations.
The faculty is collaborating in academic activities with University of Cincinnati (UC), USA. The MoU between HKMU and University of Cincinnati has been signed and areas of collaboration include:
- Joint research and training programmes
- Faculty and student mobility
- Preparation of joint proposals for external funding
- Joint programmes for consultation and evaluation
- Joint sponsorship of conferences
- Joint publication, exchange of materials, articles and other publications
- Other such activities as may be mutually agreed upon between the two institutions.
As part of this memorandum of understanding, a delegation comprising two faculty members from UC namely Kate J York (Director of Global Health Nursing and Assistant Professor) and W. Jeff Trees (Assistant Professor), accompanied with 10 nursing students paid a visit at HKMU. They joined our students to participate community training in Lushoto District.
The faculty is also in negotiations with University of the West of England (UWE-BRISTOL PARTNERSHIP) to collaborate in academic related activities such as designing of nursing programmes that can be taught jointly by the two institutions.
Streamlining of KSN and HKMU Faculty of Nursing
For some time now in the interest of simplified and efficient governance we have been considering streamlining the management and leadership of the school with the faculty. After discussions between the Principle of the School of Nursing and Dean of the Faculty of Nursing as well as other senior members of the staff and carefully reviewing the TCU and NACTE requirements, we have agreed that for the time being we should maintain the current status and review the situation at a later date.
Re-organised BScN Curriculum
The faculty has completed re-organisation of the current BScN curriculum with the view of increasing number of hours for student practical learning. It has in addition developed and introduced students’ competencies (skills) logbooks. The log books show and keep records of all basic competencies a nursing student is required to learn and master before exiting a course of study. Second year students have already started using the books from the 2017/18 Academic Year. This was made possible by a TZS 12,843,000 grant from Seed Global Health Partnership. The funds were also used to support community health nursing field training; strengthening teaching capacity; and equipping of the HKMU skills laboratory.
The Faculty has also been able to successfully use ZipGrade for marking examinations and online system (OSIM) to manage examinations results.
Research, Consultancy and Service provision
There has been publication of one manuscript and write-up of two proposals:
- Bioethics in Tanzania: Defining the need for Clinical Ethics. (Proposal) - Department of Fundamentals of Nursing and Basic science.
- “Mzazi na Mwanawe Initiative”. (Proposal) Project for reducing school pregnancies - Department of Community Health Nursing.
3.3. KAIRUKI SCHOOL OF NURSING (KSN)
Currently, the Kairuki School of Nursing is running two programmes namely Pre-service NTA Level 4-6 and the In-service. The In-service programme is taught either as a one-year (Conventional) programme or as a two-year e-Learning course. The school has five departments that include Fundamentals of Nursing and Basic Sciences, Medical and Surgical Nursing, Community Health Nursing, Mental Health and Reproductive and Child Health.
During the period under review student nurses were allocated in different clinical centres as required by the curriculum. The health centres and hospitals that took our students include Mwananyamala, Massana, PASADA, Cardinal Rugambwa, Shree Hindu Mandal, Tumbi Kibaha, Kairuki, Prinmat Bagamoyo and Magomeni Reproductive and Child Health Clinics.
In-service e-learning students were placed in the respective Hospitals approved by Ministry of Health. Tutors from Kairuki School of Nursing made clinical supervision to monitor learner progress. This was done January to February 2018.
Examinations
44 students completed and passed their Nursing and Midwifery examinations. These included 7 who had obtained Basic Technical Certificate in Nursing and Midwifery (NTA Level 5) awards; 8 Certificate in Midwifery; and 21 Diploma in Nursing and Midwifery.
Continuous Professional Development
Academic staff at the Kairuki School of Nursing attend weekly Continuous Professional Development sessions that are organised by Kairuki Hospital Nursing Section in collaboration with Faculty of Nursing/ Kairuki School of Nursing.
During this period staff have been able to attended Clinical Instructors training organised by Ministry of Health, Social welfare, Gender, Elderly and Children.
3.4 FACULTY OF MEDICINE
Currently the Faculty of Medicine offers Doctor of Medicine Degree (MD) as its main undergraduate programme. The programme runs for five years, followed by a one-year internship. The first three years focus on basic sciences and clinical studies and two last years on practical training in the form of clinical rotations. Students do twelve to sixteen week-rotations in Internal Medicine, Paediatrics and Child Health, Psychiatry, Obstetrics and Gynaecology, Surgery, and Community Medicine.
The Faculty of medicine with Institute of Postgraduate Studies and Research, jointly offers Master of Medicine (MMed) and other postgraduate programmes. During the reporting period the Faculty of Medicine was led by Dr. Monica Chiduo as Dean of the Faculty.
During the period, students as required undertook training in clinical areas, on caring for patients with medical and surgical conditions. This training was done under the guidance of their subject lecturers, in clinical sites of Mwananyamala, Temeke, Mirembe, Tumbi Kibaha and Kairuki Hospitals. Students also did their fieldwork in Community Medicine in various selected hospitals, schools and industries in Municipal Councils within Dar-es-salaam region, under supervision of subject coordinators.
Department of Anatomy
Department of Anatomy is a basic science department under the Faculty of Medicine, which also provides service to the Faculty of Nursing. During this reporting period, Mr. George Lufukuja served as the Chairperson of the Department. The department’s main activity is teaching MD students. Theory and practical sessions in Histology, Embryology, Gross Anatomy and Neuro-anatomy dissections, and surface Anatomy, are taught during the two semesters. The Department has two full-time Lecturers, two Prosectors and one Laboratory Attendant.
Department of Biochemistry and Molecular Biology
During this reporting period, Prof Sylvester Kajuna served as Chairperson of the Department. There are four full-time lecturers. The department teaches Biochemistry and Molecular Biology to undergraduate students (MDI).
Department of Human Physiology
Dr. Robert Mbelwa is the Chairperson of the Department. The Department has two full-time staff 1 senior lecturer and 1 Assistant lecturer teaching MDI and BScN1 students. The teaching of physiology, clinical laboratory was carried out in two semesters Practical teaching is carried out in basic sciences laboratories.
Department of Behavioural Sciences and ethics
Behavioural Sciences and Ethics was chaired by Ms Veneranda Kirway. There are 3 full-time staff and 1 volunteer. The Department teaches Behavioural Sciences and Therapeutic Counselling to MDI students. Ethics in Medicine to MDII students as well as Medical Psychology to MDIII students.
Department of Developmental Studies
Prof. Bernard Kassimila is the chairperson. There are 2 full-time staff and one part-time lecture teaching MD1 students.
Department of Communication Skills
Communication Skills Department is responsible for teaching English language and computer skills. Mr. Moses Tony Kaiza is the Caretaker of the department. There are two full-time staff (one lecturer and one system administrator) and one part-time staff taking care of the two subjects taught to MDI and BScN students.
Department of Microbiology and Parasitology
The Department of Microbiology and Parasitology is a basic science department under the Faculty of Medicine. During the period under review, Ms. Rehesina Senkoro served as Chairperson of the Department. There are four fulltime staff. The department teaches Microbiology/Immunology and Parasitology/Entomology to undergraduates (MD II). Immunology/ Microbiology theory and practicals are conducted during the odd semester and Parasitology/Entomology during the even semester. The Department conducts laboratory practicals in Microbiology and Parasitology/Entomology for undergraduate medical students, in accordance with the syllabus.
Department of Pathology
During the reporting period, Dr. Salvatory Mlaga served as Acting Chairperson of the Department. The department’s core duties involve conducting lectures and assessing students taking Pathology in MDII, MDIII and Forensic medicine for MDIV. Currently, the department has two full-time staff.
Department of Pharmacology
Mr. Amani Phillip is the Chairperson of the Department, which has two full-time staff members (a lecturer and a medical laboratory technologist) as well as two part time staff. The department taught MDII and MDIII students in theory and practical sessions and facilitated end of the semester examinations.
Department of Obstetrics and Gynaecology
The Chairperson of the Department is Dr. Monica Chiduo. The department provides undergraduate training in Obstetrics and Gynaecology to MDIII and MDV students as well as postgraduate students (MMed). The Department has four full time and four part-time lecturers. The Department continues using ZipGrade and Google classrooms.
Department of Community Medicine
Dr. Pasiens Mapunda is the Chairperson of Department. There are five full time staff in the department. The Department teaches Health System Research (HSR) and Biostatistics (BS) to MDII students and Community Medicine to MD III and MDV students. The Department also supervises and evaluates research done by MDV students. Additionally the department teaches Epidemiology, Research methodology and Biostatistics to postgraduate students (MMed).
Department of Psychiatry
Dr. Alphage Liwa is the Chairperson of the Department. There are three full-time staff. During the year under review the Department taught MDIII students, covering the theoretical part. There are no clinical practice sessions for MDIII students. Under supervision of the department MDIV students attend clinical rotation fieldwork at Mirembe Mental Hospital. At the end of the rotation, final qualifying examinations are conducted.
Department of Paediatrics and Child Health
Dr. Florence Salvatory is the Chairperson of the department. This department has been actively involved in teaching undergraduate and postgraduate students. The department has four full-time and two part-time lecturers. The department impart lectures to MDIII students, supervises clinical rotations and bedside teaching at Mwananyamala Regional Referral Hospital, Kairuki Hospital and Muhimbili National Hospital. Seminars and journal presentations are conducted also MMed students are guided to develop their dissertation research proposals.
Department of Surgery
The Chairperson of the Department is Dr. Jerome Mkiramweni. The Department has two full-time and seven part-time lecturers. The department is imparting lectures to the MDIII students, supervises MDV in rotations and bedside teaching, at Kairuki, Mwananyamala Hospitals, Kibaha Education Centre and Tumbi Designated Regional Referral Hospital. The Department also supervises undergraduate students in their elective research to enable them to develop appropriate proposals and report writing.
Department of Internal Medicine
The department of internal medicine is one of the Clinical Departments with Prof. Yassin Mgonda as the chairperson. The department is staffed by three full time members (one Professor, two Assistant Lecturers), five part time members at the rank of Lecturer and one full-time volunteer. The department is responsible for teaching MDII, MDIII, MDIV students in Clinical Methods, Internal medicine theory and clinical bedside teaching. The clinical bedside teaching is conducted at Mwananyamala and Kairuki Hospitals. Seminars and journal presentations are also conducted. Students are also guided on how to develop dissertation research proposals.
During this period the department has reported the following:
- Smooth running of tutorials with good results.
- Effective use of Google classroom to ease interaction in classroom and clinical settings.
- Wide and successful use of ZipGrade application for marking examinations.
- Improvement in learning environment for students by recruiting more full-time staff in departments of Internal Medicine, Microbiology and Anatomy.
- Inclusion of Temeke Hospital as a clinical teaching/practice site for MD students.
- Staff member collaboration from different departments in writing up research proposals.
- Ongoing Research in some departments (Microbiology).
- Publications by members of staff from various departments.
- Training on postpartum haemorrhage to healthcare workers by TAHMEF in collaboration with the Department of Obstetrics and Gynaecology and the Kairuki Hospital.
- Running of short courses on Teaching Methodologies for Healthcare Professionals for some members of staff.
- Attending of workshops by some members inside and outside the country.
- Continuing with MD Curriculum.
- Establishing and continuing with Hepatitis B vaccination for students
Pharmacology Department
Department had an opportunity to participate in various workshops organised by the Ministry of Health, Elderly, Gender and Children in Collaboration with Pharmacy Council and other stakeholders including to develop and review Facilitators Guides, Assessment Plans, Teaching and Assessment Methods in relation to CBET. As results HKMU has all these documents as resource for the prospective department of pharmaceutical sciences.
Department of Microbiology
- The department is collaborating with Departments of Parasitology and Entomology; and of Haematology and blood transfusion of MUHAS in research.
- The department is also looking forward to collaborate with other departments within HKMU and other universities outside Dar es Salaam as well as universities outside Tanzania.
- Letter of intent has been submitted to Conservation Food and Health Foundation for funding. The research proposal is about Implementation research on insecticide-treated bed nets.
- There is also a proposal that has been submitted to MUHAS for the SIDA-MUHAS small grants programme for funding and one on integrated control of malaria under review at HKMU.

Promotions
The Appointments and Human Resources Management Committee met on 16 April 2019 to consider among other things staff promotions. At the meeting the following were promoted:
- Dr Boniface M. Sylvester was promoted from the post of Lecturer to Senior Lecture in the Department of Biochemistry and Molecular Biology. Grounds for his promotion were the successful completion of PhD and publication of four peer-reviewed manuscripts in reputable journals.
- Ms Ashura Hamis Manyanda was recategorized and promoted from the position of a Laboratory Scientist in the Departments of Biochemistry and Physiology to Assistant Lecturer in Microbiology following successful completion of MSc in Medical Microbiology, Immunology with Molecular Biology.
- Dr Isaack Hamis Makanda an Assistant Lecturer in the Department of Obstetrics and Gynaecology was promoted from Assistant Lecturer to Lecturer after completion of MMed in Obstetrics and Gynaecology.

General staff meeting
The Vice Chancellor held a General Assembly with all workers of the university. The meeting was well attended. Workers openly contributed on various matters patterning to our community. This included on issues such as governance, inter-personal relationships, salaries, allowances, transport and general wellbeing of staff. Many useful suggestions were aired and will be taken on board by the management.

4.2 COMMUNICATIONS
HKMU regularly communicates with and updates its stakeholders including staff, students, parents, guardians, sponsors, policy makers and all involved in health services and education both within and outside the country. This is done through our webpage, newsletters and annual reports (both electronic and print). We are also building a large mail list, which includes our alumni and friends of HKMU. The website is updated regularly and the newsletter published quarterly.
Newsletters
The October-December 2018 (Issue Number 6) is out and available in a soft copy, yet to be printed. The issue covers various topics including a report on the 16th Graduation Ceremony, the first HKMU Convocation and articles on projects done by HKMU students. [Newsletter Issue 6]
Biennial and Annual Reports
The 2015/16 to 2016/17 Biennial report is also available in hard and soft copies at our website. [Biennial Report] Annual report for 2017/18 is in preparation. This means we have now cleared the backlog and from now on we will be publishing annual reports timely. Efforts from all members of staff who were concerned, spearheaded by the Public Relations Officer that has enabled this to happen is well appreciated.

The HKMU Endowment Fund Trust was officially registered by Registration, Insolvency and Trusteeship Agency (RITA). The certificate of incorporation was received on Wednesday 15 May 2019. Members of the HKMU Endowment Fund Trust are:
